Hillsville man charged with rape of juvenile with mental disabilities

A Hillsville man has been charged with numerous sexual offenses involving a juvenile with mental disabilities.

On January 6, 2018, Investigator Stephen Brady with the Hillsville Police Department was contacted concerning a possible sexual abuse case that had occurred in the Town of Hillsville. During his preliminary investigation, Investigator Brady determined that the case involved a 17-year-old juvenile with mental disabilities, with the primary suspect being a family member’s boyfriend.

“After conducting a joint investigation with the Carroll County Department of Social Services, an interview was scheduled with a Hispanic male by the name of Pastor Rodriguez of Hillsville,” according to a press release from the Hillsville Police Department. “From the facts gathered during the interview, Investigator Brady obtained warrants charging Rodriguez with one count of rape, one count of animate object sexual penetration, and one count of aggravated sexual battery, with all counts being related to the complaining victim’s mental incapacity or physical helplessness.”

Upon his arrest and after going before a magistrate, Rodriguez, age 60, was committed to the New River Valley Regional Jail in Dublin without bond. The Hillsville Police Department thanks the Carroll County Department of Social Services for their assistance in the investigation, and Officer Silverio Gonzales of the Galax Police Department for being the interpreter during the interview with Rodriguez.
